It looks like a simple uninstall and re-install of the rewrite module will do the trick.
Edit: As others have said - try a repair first - if it works then that should be faster.
It doesn't look like the Microsoft Web Platform Installer is able to uninstall...
Visual Studio, debug one of multiple threads
...window (Debug -> Windows -> Threads) right-click the thread you want and select "switch to thread".
You can also choose "freeze" on the threads you don't want to debug in order to keep them from running. Don't forget to "thaw" them if you expect them to do work, however.
