Reason:
Books on-line says "COUNT ( { [ [ ALL | DISTINCT ] expression ] | * } )"
"1" is a non-null expression: so it's the same as COUNT(*).
The optimizer recognizes it for what it is: trivial.
The same as EXISTS (SELECT * ... or EXISTS (SELECT 1 ...
