Using Cygwin in Windows 8.1, there is a command need to be run:
chgrp Users ~/.ssh/id_rsa
Then the solution posted here can be applied, 400 or 600 is OK.

...er what is typical for your environment/operating system. For instance on windows I think "Options" is the most common choice even though many programs use different words. Likewise "Preferences" for mac os. Android OS uses "Settings"
