You need to push a bytes-like object (bytes, bytearray, etc) to the base64.b64encode() method. Here are two ways:
>>> data = base64.b64encode(b'data to be encoded')
>>> print(data)
b'ZGF0YSB0byBiZSBlbmNvZGVk'
Or with a variable:
