As in Oleg's answer, I believe the correct variable to set is CMAKE_RUNTIME_OUTPUT_DIRECTORY. We use the following in our root CMakeLists.txt:

set(CMAKE_LIBRARY_OUTPUT_DIRECTORY ${CMAKE_BINARY_DIR}/lib)
