Stop the database
cd /var
sudo rm -r pgsql_socket
sudo ln -s /tmp pgsql_socket
chown _postgres:_postgres pgsql_socket
Restart PostgreSQL (not your computer)

fwiw, I had a similar situation and used svn --force delete __dir__. That solved the issue for me. Then i continued working with my working copy as normal.
